在有关舆论监督和公民的名誉权、隐私权的论述中,“公众人物”是出现得相当频繁的一个概念。据我所见,至今出版的相关专著,几乎没有不提到这个词语的。近来许多文章也经常使用这个词语。人们认为,“公众人物”是舆论监督的主要对象,为了支持舆论监督顺利开展,对于“公众人物”名誉权、隐私权等的保护应当作适当的限制。例如中国社科院法学所张新宝教授与北京市朝阳区法院康长庆法官合作对10年来的名誉权案件作了系统研究,撰写了长篇论文(刊《现代法学》1997年第3期),
In the discussion on public opinion supervision and citizen’s reputation and privacy, “public figure” is a concept that appears quite frequently. As far as I can see, the relevant monographs published so far have hardly mentioned the word. Recently many articles also often use this term. People think that “public figures” are the main targets of public opinion supervision. In order to support the smooth development of public opinion, appropriate protection should be given to the protection of the reputation and privacy rights of “public figures”. For example, Prof. Zhang Xinbao from the Chinese Academy of Social Sciences and his lawsuit with Judge Kang Changqing from the court of Chaoyang District of Beijing systematically studied the reputation rights over the past 10 years and wrote a long essay (Journal of Modern Law, No. 3, 1997)
