对我国西部地区完政文化建设问题的思考焦虑,主要源自于两个方面:其一是地区性民族性宪政文化研究应该要有自己的本土化个性和特征;其二是西部地区是我国少数民族众多且地缘经济、政治文明、宗教信仰相对封闭保守与落后的地方,理所当然其宪政文化建设研究在理论上显现出一定的滞后性。本文针对法治宪政文化研究的本土化问题加以阐释,创新厘定了“本土化”内涵的四种表达内容,宪政文化建设研究本土化的基本标准与规范、路径和行为选择,以及法治宪政文化建设研究本土化的话语维度与视界。结论是,中国宪政法治文化建设本土化的世界普适性与中国西部地区宪政文化建设本土化研究的特殊性之间的张力始终存在,无论怎样搅拌、剔除、扬弃都将会沉淀在中华民族带有“皇权性”宪政文化的本土性之上。

The conclusion is that the tension between the universality of the localization of the constitutional development of the constitutional government under the rule of law in China and the particularity of the localization of the construction of the constitutional culture in the western region of China always exists.
