凡有领导或领导群体存在,就必然有管理、协调、控制、决策、指挥等项工作存在,这是领导工作的基本职责和内容。对现代领导和领导群体来说,在这诸项领导工作中,决策则是其核心职责。领导工作是历来就有的,只不过因人类生产力发展的阶段不同,各个不同时期领导工作的方式和水平不同罢了。在生产力不甚发达的古代,由于生产的社会性程度较低,管理者的管理任务相对较轻,因此领导者对信息的需求程度也相对较低。同时,在古代,由于生产力水平的限制,信息工作的手段也相对落后,因此信息工作在领导和管理工作中
Where there is a leadership or leadership group, there must be such tasks as management, coordination, control, decision-making and command. This is the basic responsibility and content of leadership work. For the modern leaders and leading groups, decision-making is their core responsibility among these leadership tasks. Leadership has always existed only because of the different stages in the development of the productive forces of mankind. There are different ways and levels of leadership in different periods. In the ancient times where the productivity was not well developed, the demand for information by leaders was relatively low due to the low social level of production and the relatively light management tasks of managers. In the meantime, in ancient times, because of the limitation of the level of productivity, the means of information work is relatively backward, so the information work is in the leadership and management work
