公务员制度作为一种科学、规范的人事管理制度 ,已在世界各国得到普遍推行。在我国公务员制度的初创阶段 ,考察其他发展中国家公务员制度的基本特点 ,总结其经验和教训 ,对完善我国公务员制度有着重要的借鉴意义。本文从发展中国家早期建立公务员制度的动力、参照体系和制度框架入手进行了深入分析 ,作出客观评价 ,并从中得出了对我国发展完善公务员制度的一些启示。
As a scientific and standardized personnel management system, the civil service system has been universally implemented in all countries in the world. In the initial stage of the civil service system in our country, the basic characteristics of the civil service system in other developing countries are examined. The experience and lessons learned from this study are of great significance to the improvement of the civil service system in our country. This article analyzes the impetus of the early establishment of civil servant system in developing countries, starts with the system and system frame, makes an objective appraisal, and draws some enlightenments on the development and improvement of civil servant system in our country.
