监督法从酝酿、起草到正式公布,历经全国人大常委会四次审议,前后经历了20年,这在我国立法史上较为罕见。从提起动议开始,它就一直吸引着众多学者的目光,也得到了社会公众的普遍关注。当它正式实施后,如何按照其要求,不断提高监督质量和效率,切实取得监督实效,又成为社会各界和人民群众关注的热点和焦点。笔者试从监督法的立法理念和制度设计入手,就地方人大常委会贯彻实施监督法所应把握和完善的问题,谈谈学习体会和看法。
Supervision law from the brewing, drafting to the official announcement, after four deliberations by the Standing Committee of the National People’s Congress, before and after 20 years, which is relatively rare in the legislative history of our country. It has always attracted the attention of many scholars since the motion was initiated, and it has also drawn the widespread public attention. After its formal implementation, how to continuously improve the quality and efficiency of oversight and earnestly monitor the actual results has become a hot topic and a focus of attention of all walks of life and people. The author tries to start from the legislative concept and system design of the supervision law and starts with the implementation of the law of supervision by the Standing Committee of the Local People’s Republic of China to grasp and improve the supervision law and to talk about the learning experience and opinions.
