国内大型煤制油项目作为新兴项目,其技术条件已经成熟,但其建设过程中的风险不容忽视,尤其是对设计阶段的风险管理十分必要。以大型煤制油项目设计阶段的风险因素识别为切入点,参考传统化工项目的风险因素识别方法,基于传统核对表法和定量化HAZOP分析法,创造性地设计了大型煤制油项目设计阶段的风险因素识别系统,实现项目设计阶段的事前、事中、事后控制,并结合实际案例进行验证,为同类新兴项目的风险因素识别提供借鉴。
The domestic large coal-to-oil project, as a new project, has matured its technical conditions. However, the risks in the process of its construction can not be ignored. In particular, it is necessary for the risk management in the design stage. Taking the identification of risk factors in the design phase of large coal liquefaction project as an entry point, the traditional risk identification methods of chemical projects are referenced. Based on the traditional checklist method and the quantitative HAZOP analysis method, the design phase of large coal liquefaction project Risk factor identification system to achieve pre-event, incident and post-event control in the project design stage, and verify with actual cases to provide reference for the identification of risk factors of similar emerging projects.
