软件产业是印度自由化改革的优先领域,软件人才队伍建设是印度软件产业发展的基础性工作。一方面,印度高度重视能力训练和素质提高,通过革新教育模式,致力于课程开发,打造了一支国际化的软件人才队伍;另一方面,在印度政府的引导下,通过强化知识产权保护、建立人力资本参股的激励机制、规范软件人才的诚信流动(竞业避止)、充分发挥软件业的积聚效应,为软件人才提供了发挥才能的良好制度环境,积累了很多成功经验,对我国教育行业和软件产业发展具有一定的借鉴意义。
