根据1994年的高速铁路发展法的规定,美国联邦铁路管理局(FRA)将从事有关改进、适应性改变和集成成熟技术的活动,促使这些技术在美国高速铁路客运中投入商业运用。由于国内唯一的城市间铁路客运公司Amtrak已开始推行一项东北走廊实现电气化并用新型电力高速列车取代Metroliner的计划,所以FRA准备将它的研究规划集中在能够提高下一代非电力线路的铁路运输技术的选择和适应性改变上。选出了列车控制、非电力牵引、材料和平交道口等几方面的在现有线路上实现安全、高效、高速铁路运输需要进一步开发的关键技术。
Under the High Speed Rail Development Act of 1994, the Federal Railroad Administration (FRA) will engage in activities related to improvements, adaptive changes and the integration of proven technologies that will make these technologies commercially available to high-speed rail passenger transport in the United States.
