上个月,本刊发表了《1994,“珠三角”产权“革命”》一文,对发生在以顺德为代表的珠江三角洲地区的产权制度改革作了较为全面的报道。产权改革是十四届三中全会已经明确的一个方向,但具体应该怎样搞,怎样才能真正达到发展社会生产力的目的,还是一个需要不断在实践中探索的问题。 今年5月中旬,国务院办公厅发出了“加强国有企业产权交易管理”的通知,提出应将国有企业的产权交易纳入规范化和法制化的管理轨道。有关部门也正在积极研究制定一套科学的管理办法。 为了使本刊近期来在“产权”问题上的文章再进一步展开、深化,我们特别邀请了四位记者、专家,汇聚一堂,“指点江山”。他们分别是原广东省体改委主任、经济学家王琢,新华社广东分社记者王志纲,《经济日报》广东记者站站长王培楠,以及《羊城晚报》记者许挺斐。这里,我们将他们放言对谈的整理记录奉献给大家—— Last month, this magazine published the article “1994,” Revolution of the “Pearl River Delta” property rights" and made a comprehensive report on the reform of the property rights system in the Pearl River Delta region represented by Shunde.
