围绕党和国家工作大局,提供全面、及时、有效的服务,是党和国家对档案工作的根本要求,是档案工作的根本任务,也是档案事业不断发展的根本原因。党的十六大报告中明确提出新世纪新阶段党和国家工作大局就是全面建设小康社会。因此,档案部门要牢牢抓住这个根本,坚定不移地把为全面建设小康社会服务放在档案工作首位,这是我们贯彻十六大精神,实践“三个代表”重要思想最直接、最具体的体现,也是充分发挥档案工作社会功能的需要。
