各市、县、自治县人民政府,省政府直属各单位:根据《国务院关于进一步完善粮食生产和流通有关政策措施的通知》(国发[2000]12号)和《国务院办公厅关于部分粮食品种退出保护价收购范围有关问题的通知》(国办发[2000]7号)精神,为了进一步促进我省调整优化农业和粮食生产结构,经省政府同意,现就我省早籼稻退出保护价收购范围有关问题通知如下:一、全省早籼稻从2001年起全部退出保护价收购范围,各市、县粮食收购部门不再按保护价收购早籼稻。二、拓宽粮食收购渠道。对退出保护价收购范围的早籼稻,国有粮食购销企业要按照“购得进,销得出”的原则积极进行收购;允许经市、县级工商行政管理部门审核批准的用粮企业、粮食经营企业,直接进村收购。
In accordance with the “Notice of the State Council on Further Improving the Relevant Policies and Measures on Grain Production and Circulation” (Guo Fa [2000] No.12) and the “General Office of the State Council, Concerning the Exit and Protection of Some Food Varieties,” the units directly under the municipal, county, autonomous county people’s governments and provincial governments: In order to further promote the adjustment and optimization of agriculture and food production structure in our province, with the consent of the provincial government, we hereby report the withdrawal of the price of the protective indications for the early indica rice in our province in the spirit of the Notice on Relevant Issues Concerning the Scope of Price Purchase (Guo Ban Fa [2000] No. 7) The notice of the issue is as follows: I. The province’s indica rice has all withdrawn from the protection price acquisition scope since 2001, and the grain purchasing departments of all cities and counties no longer purchase the early indica rice at the protection price. Second, broaden the channels for food purchase. For the early indica rice that has withdrawn from the protection price acquisition scope, state-owned grain purchase and sale enterprises should aggressively carry out the acquisition according to the principle of “buying and selling into and selling out”; the grain-using enterprises approved by the industrial and commercial administrative departments at the city and county levels, Grain management enterprises, directly into the village acquisition.
