地热能为可再生的清洁能源,其规模化利用对节能减排有重要意义。针对目前浅层地热资源规模化开发利用中存在的机制、资金、信息、技术等诸多障碍,提出了允许开展类似于热力公司的特许经营、制定指导性的供暖供冷收费标准和提供必要的优惠政策的建议。从实际投资运营的角度分析了工程总承包模式、合同能源管理模式及分布式热力经营模式3种投资经营模式在浅层地热能规模化应用中的利与弊。研究表明,小规模浅层地热能项目宜采用工程总承包模式,以新兴小区或新兴开发区为单位的浅层地热能项目宜采用合同能源管理模式,政府主导的、城市规模的浅层地热能项目宜采用分布式热力经营模式,浅层地热资源的开发模式应与其开发规模相匹配。
Geothermal energy is a renewable clean energy, and its large-scale use of energy-saving emission reduction is of great significance. In view of the existing mechanisms, funds, information and technologies in the current development and utilization of shallow geothermal resources, many proposals have been put forward, such as allowing to carry out franchising similar to that of thermal companies, formulating guiding heating and cooling charges and providing the necessary preferential treatment Policy recommendations. From the perspective of actual investment and operation, this paper analyzes the pros and cons of three kinds of investment management modes of project general contracting mode, contract energy management mode and distributed thermal operation mode in the application of shallow geothermal energy scale. The research shows that the EPC project should be adopted for the small-scale shallow geothermal energy projects. The SHP project in emerging areas or emerging development zones should adopt contract energy management mode. The government-led and urban-scale shallow geothermal energy The project should adopt the distributed thermal management mode, and the development mode of shallow geothermal resources should match the development scale.
