总体看来,整个欧洲地区的卫生支出在持续增加,卫生保健费用的增长速度不断加快,卫生支出在政府总支出中所占的比例越来越大。对未来卫生费用所进行的评估,是基于对主要成本驱动因素的基本假设。成本驱动因素与服务利用量的增加有关,最受关注的成本驱动因素包括:人口老龄化和人口结构变化、医疗技术创新和卫生服务利用以及收入、期望和单位价格的增加等。另外,医疗服务相对价格的不断增长也是成本驱动因素之一。这也为我国建立合理的卫生服务模式和有效的费用控制机制提供了很多可以借鉴和学习的经验。
Overall, health expenditures across Europe continue to increase, health care costs continue to grow faster, and health spending accounts for a larger share of total government spending. The assessment of future health costs is based on the basic assumptions about the major cost drivers. The drivers of cost are related to the increase in service utilization. The most cost-driven drivers include population aging and demographic changes, medical technology innovations and health service utilization, and increased income, expectations and unit prices.
