法国国营铁路为准备在巴黎-里昂新建电气化铁路上取代现在运用的TGV高速燃气轮动车,在1974年5月试制了Z7001型电动车。电动车用于直流1.5千伏电流制,采用晶闸管斩波器,电动车持续功率2,050千瓦,牵引电动机功率512千瓦。电动车采用Y226型高速转向架,转向架重8.5吨,簧下重量4.5吨(包括电磁涡流制动机重量1.3吨),一级悬挂静挠度1.84毫米/吨,二级悬挂静挠度3毫米/吨。
