在棉花跌价的市场风险冲激下,如何化解市场风险,提高棉农承包收入,保护职工承包积极性?这是贯彻落实棉花战略的关键问题。解决这个问题的基本策略是依靠科技进步,走高产优质低耗的集约经营道路。一、突出棉花生产的支柱地位(一)棉花内在的经济价值决定了它在农业中的支柱产业地位。棉花兼有棉麻油三大功能,在粮棉油麻糖五大作物中只比较粮棉甜三大作物的综合产值。按1990年不变价计算:每吨粮棉甜产品的综合产值分别为570元、3084元和650元。按1998年兵团平均单产计算,每亩粮棉甜的团场综合效益分别为197元、1364元和536元。显然,只有棉花生产的附加值高,综合效益好。
