This paper stems from the archaeological and genealogical methods of Michel Foucault to explore and analyse the conditions that contribute to the formation of teacher education policy and its discourses in Macao.Analysis showed that teacher education in Macao was developed in a "discontinuous" manner,moving from a "drifting" and a "discursive" mode to that of a normalized and systematic policy.The approval of the System Framework for Private School Teaching Staff of Non-tertiary Education is a milestone of teaching profession in the territory.Meanwhile,indirectly,it also delineates the parameters for teacher education.Thus,the dual mission of teacher education,to provide support to the basic education system and to be part of a higher education system,is becoming complicated.In what way,teacher education can effect its dual mission in a balance way,perhaps,remains a significant issue in the teacher education agenda.
