我国供销社的经营管理体制大致经历了两个主要阶段的变革,即从1979年以前的“大锅饭”改变为以后的“分灶吃饭”。实践证明,这两种经营管理体制都不同程度地存在着弊端,前者统得过“死”,企业没有活力;后者放得过“散”,企业身单力薄,缺乏竞争能力。那么,如何使供销社的经营管理适应不断发展的经济形势,如何增强企业的竞争力?笔者认为,当前在供销社系统推行分线联体经营管理体制不失为一条新路。
The operation and management system of China’s supply and marketing cooperatives has undergone two major stages of change, that is, changing from the “big pot rice” before 1979 to the later “diet stove eating”. Practice has proved that these two types of business management systems all have drawbacks to varying degrees. The former are all “dead” and the enterprises are not active; the latter has been decentralized, and the enterprises are weak and lack the ability to compete. Then, how to adapt the operation and management of supply and marketing cooperatives to the ever-evolving economic situation and how to enhance the competitiveness of enterprises? The author believes that the current implementation of the sub-distribution joint operation management system in the supply and marketing cooperative system is a new road.
