爲了密切政府與羣衆的聯繫,爲了發揚自下而上的批評,認真負責的處理人民羣衆的來信來訪,是各級政府機關及企業部門的一項重要工作。中央人民政府政務院在一九五一年即颁佈了‘關於處理人民來信和接見人民工作的决定’,一九五二年又發出了‘關於加强人民檢舉接待室工作的指示’,一九五三年年初中央指示各地開展反對官僚主義、反對命令主義、反對違法亂紀鬥爭,要從處理人民來信入手,這就更加引起了各地進一步的重視。各地人民來信來訪數量激增,我中南各級政府機關及企業部門,在處理人民來信來訪工作上已取得很大成績,但是這一工作仍存在某些缺點,某些部門沒有把這一工作當成經常工作,一度重視以後又冷淡下來,某些部門則存在積壓拖延和草率結案的現象,而且人民羣衆不了解政府
In order to maintain close contact between the government and the masses, in order to carry forward bottom-up criticism, earnest and responsible handling of letters and visits by the masses is an important task for government agencies and enterprises at all levels. In 1951, the Central Government, the State Council, promulgated the ’Decision on Handling People’s Letters and Meeting People’s Work,’ and in 1952, issued a ’Directive on Strengthening People’s Inspection of Reception Rooms’ At the beginning of the third year and early of the year, the Central Government directed all localities to oppose bureaucratism, oppose the doctrine of order and oppose the violation of law and discipline and start from dealing with people’s letters. This has drawn even more attention from all over the world. The number of letters and visits by people from all over the world has surged. My government agencies and enterprises at all levels in Central and South China have made great achievements in handling the people’s letters and visits. However, there are still some shortcomings in this work. Some departments do not regard this as a regular Work, once valued and later cooled down, some departments are backlog of delays and sloppy cases, and the people do not understand the government
