我对我县郢中地区的部分基层工会进行了抽样调查,发现普遍存在以下三个方面的问题。一、基层工会货币资金管理失控,大部分经费和会费以现金长期库存。一方面是由于基层工会财经委员大部分是兼职的,临时观点强,加之他们财会业务不熟,分散在各基层工会的资金又不多,因而没有重视现金的管理;另一方面是部分单位行政方面少交、漏交工会经费,将少交、漏交部分以现金付给基层工会,使基层工会形成大量的现金;此外,还有将收取会员的会费,以现金形式长期留在手中。二、基层留用与上解县总工会的经费比例失真,少解、漏解现象严重。有相当一部分企业的工会干部错误的理解了县工会年初预算分配的上解经费指标,把预算数作为任务数,以达到为止。而不按全国总工
