剖析苏联解体的原因,其中重要的一点是苏联高度集中的官制问题。苏联官制的产生有其历史、理论以及政党本身等渊源。本文试从这几个角度分析苏联官制的形成,从而提出观点,即在苏联官制形成的渊源中孕育了官制高度集权的特点,这也是导致苏联历届领导者改革没有成功,苏联最终解体的原因之一。 Analysis of the reasons for the dissolution of the Soviet Union, one of the most important point is the Soviet Union’s highly centralized official system. The birth of the Soviet official system has its history, theory and political parties and other sources. This article tries to analyze the formation of the official system of the Soviet Union from these several angles, thus put forward the view that the origin of the official system of the Soviet Union gave birth to the characteristics of the highly centralized government system. This is also the reason why the Soviet leaders did not succeed in the reform and the Soviet Union finally disintegrated one.
