在过去20年,中国的科技奖励体制发生了重大变化。在世纪之交,中国科技奖励体制改革如何深化,奖励工作如何现代化,这是管理部门和学术界共同关心的问题。1 改革的现实根据与理论基础 严格地讲,对任何体制的价值评估都只有相对意义。体制改革涉及到对某种新体制的正面评价,而客观评价来源于对事物的认识,蕴涵了一定的价值观,即评价根据。讨论面向21世纪的中国科技奖励体制改革,应建立在对中国科技奖励现实的正确认识和对科技奖励规律性深刻理解的基石上,从有利于科学技术发展和管理现代化的战略高度,选择未来的中国科技奖励体制。
In the past 20 years, China's science and technology reward system has undergone major changes. At the turn of the century, how to deepen the reform of China's science and technology award system and how to reward the work for modernization are issues of common concern to management and academia. 1 The reality of reform According to the theory and strictly speaking, the value of any system of evaluation are only relative significance. System reform involves a positive evaluation of a new system, while objective evaluation comes from knowledge of things and implies certain values, that is, evaluation basis. To discuss the reform of China's science and technology award system for the 21st century should be based on a correct understanding of the reality of science and technology awards in China and a deep understanding of the regularity of science and technology awards. From the strategic height conducive to the development and management of science and technology, we should choose the future China Science and Technology Award system.
