制度建设和思想教育,是维系企业生存与和谐发展的重要手段。两者相辅相成,互为促进,缺一不可,又各有功能和特色。思想教育侧重于员工的内在思想意识,强调员工相互间的义务而不是权力,主要依靠引导、答疑解惑和传统文化的力量,是从内心信念和斗志上来调动各方面积极因素。而制度建设,则着重调整员工队伍的外在行为,规定员工的权利与义务,通过一种强制力来约束员工的行为,推行既定目标的实现,是一种“禁令式”的规范性手段。
Institutional construction and ideological education are important means for maintaining the survival and harmonious development of enterprises. The two complement each other, promote each other, are indispensable, but also have their own features and characteristics.
