包河区是2002年3月合肥市区划调整后新成立的行政区,新区成立伊始,既有老城区,也有新城区,新老社区交错并存。随着城市化进程和街道社区党建工作的不断推进,社区党建基础设施较薄弱、驻区单位、党员和居民社区意识较淡薄、街道社区党组织的领导核心作用发挥不明显等问题日益凸现。针对这些新情况和新问题,包河区委进行了深入调研,认真分析,深刻认识到密切党与人民群众的血肉联系,是当前社区党的建设的核心问题,明确提出了把“连心工程”建设作为街道社区党建工作的总抓手．通过创建党内服务、服务群众和协调社会各方利益的有效载体,促进党组织与党员、干部心连心．党组织、党员与居民群众心连心．党组织与社区其他组织及驻区单位心连心,使街道社区党组织真正成为社区建设的中坚力量。
