为了更广泛地宣传专家的技术建议,本刊特开辟《技术建议》专栏。对于某些建议,如有的采纳了,请来信说明情况;如有不同意见或补充性意见,也请来稿讨论。本期所刊出的西安交通大学教授刘其昶同志的建议,虽然所写的是关于电瓷方面,实际上对整个电工界也具有同样的意义。因此,我们希望大家都予以重视。为什么我们一向是重生产、重经验、重产品试制而轻科研、轻技术储备,往往是任务来了,匆忙上阵,这是什么原因?为什么这些道理我们也明白,但实际却没有做到呢? 其实,在电工产品的理论、研究、标准、设计、制造、测试、使用等方面都充满了需要研究的科研课题。不论是学校、研究所、工厂、使用部门都存在着各种各样急需研究的课题。如果不是广泛深入地开展大量科研工作,水平的真正提高将是不可能的。现在发展科研的条件比以前要好多了,一则国际交往多了;二则我们的政策促进科研工作的进展,例如竞争问题、专利法的保护问题、科技进步奖励问题、科技交易开展问题;三则我国除了培养了大批大学本科专业生以外,又大量培养硕士生、博士生。这都是很好的条件,我们应充分地把它们利用起来。当然,还有很多不利因素,也请大家讨论克服的办法。另外一个问题是有人提出现在工厂中有一个“重工作轻学习”的问题。刘教授提出的不重视科研论文工作也是不重视学习培养的一个表现。因为产品做成了或失败了要讲出个道理来才能进一步提高,而要讲道理则非认真学习不可。编写科技论文是实践与理论相结合的有效学习方法,而且是出成果、出人才的一个重要方式。能制出产品来而同时又能写出科研论文来的人,要比只能做出产品来的人的水平高得多。这个问题也希望大家讨论。

Writing scientific papers is a combination of practice and theory of effective learning methods, and is an outcome, an important way out of talent.
