五华县是无产阶级革命家古大存的故乡、是广东省重点革命老区县,有老区村庄385个,分布在30个镇257管理区,人口56万人。建国后,这些地区生产发展缓慢,面貌改变不大,直至1990年,老区人均收入仅有481元。该县在实施1989年七届人大二次会议通过的《关于加强革命老区建设的议案》的过程中,认真分析了老区经济发展滞后的根本原因:在客观方面,革命老区大多地处边远山区,交通不便,信息不灵,商品流通不畅,这在战争年代的优势条件,今天却成为制约商品生产发展的劣势。在主观方面,在革命老区的干部、群众,大都由于长期处于经济落后、生活贫困的环境之中,形成一种
Wuhua County is the hometown of the great proletarian revolutionaries. It is a key revolutionary old county in Guangdong Province. There are 385 villages in the old districts and 257 administrative districts in 30 towns with a population of 560,000. After the founding of the People’s Republic of China, the production in these areas was slow and the outlook did not change much. Until 1990, the per capita income of the old areas was only 481 yuan. During the implementation of the “Resolution on Strengthening the Construction of the Old Revolutionary Old Areas” adopted by the Second Session of the Seventh National People’s Congress in 1989, the county carefully analyzed the fundamental reasons for the lagging economic development in the old areas. On the objective aspect, most of the old revolutionary bases were located in remote mountainous areas, Inconvenient transportation, ineffective information, and poor circulation of commodities are the prerequisites for restricting the development of commodity production during the war years. On the subjective side, in the old revolutionary base areas, cadres and the masses mostly form an environment that has been in a backward economy and living in poverty for a long time
