创新是民族进步的灵魂,是国家兴旺发达的不懈动力。要建设一个创新型的国家,关键就是要有一大批创新型的人才。而要培养和造就众多的创新型人才,就必须有一个适宜于创新型人才成长的社会环境,这种社会环境就包括强有力的创新激励机制。当前,党和政府十分重视创新工作,并且把建设创新型国家作为奋斗目标纳入了经济和社会发展规划,这对形成有利于创新的社会环境起到了决定性的作用。但社会环境的形成是一个复杂的过程,除了中央的决心和措施之外,许多工作还有待于社会各方面的不懈努力。因此,我们必须高度重视健全和强化创新的社会激励机制。
Innovation is the soul of national progress and the unwavering impetus to the prosperity of a country. To build an innovative country, the key is to have a large number of innovative talents. To cultivate and create a large number of innovative talents, we must have a social environment suitable for the growth of innovative talents, which includes a strong incentive mechanism for innovation. At present, the party and the government attach great importance to innovation work, and include the building of an innovative nation as a goal in economic and social development planning, which has played a decisive role in forming a social environment conducive to innovation. However, the formation of a social environment is a complicated process. In addition to the determination and measures of the Central Government, many tasks still require the tireless efforts of all sectors of society. Therefore, we must attach great importance to improving and strengthening innovative social incentives.
