一、个案背景成都玉林中学附属小学创办于2003年。它由两所已有近10年办学历史的小学合并而成。这两所小学原同处一个居民小区,距离不足500米,但生源均不足,教育资源使用也不尽合理。过去,两校教师来源不同:一个学校从建校开始就是实行内部管理体制改革,校长、教师均是招聘来的,工资结构、福利待遇有特殊的政策。另一所学校以前是其他行政区的,后来划归一个区管理,教师由分配、调动、招聘三部分组成,各有一套管理办法。两校合并以后,实行了一所学校管理两个分部的办学模式。整合以后,有近80个教师,38个教学班,近2000
First, the case background Chengdu Yulin Middle School attached elementary school was founded in 2003. It consists of two already nearly 10 years of running history primary school merged. The two primary schools were originally located in a residential area less than 500 meters away from each other.
