市场经济是秩序经济,其前提是法治与法制。发达资本主义国家自80年代中期以来,加快了改革政府管制以便构筑更为科学的政府管制框架的步伐。经合组织关于政府管制改革报告(1997)受到了成员国的一致赞同,认为强化竞争和降低管制成本的管制改革,恰当的政府管制有助于政府许多重要政策目标的实现。各国的经验表明,改革进程中的突发问题,亦可通过补充性政策和行动所弥补。本文就政府管制的性质、效率等基本问题进行了研究和探讨。 Market economy is orderly economy, the premise is the rule of law and the rule of law. Since the mid-1980s, advanced capitalist countries have accelerated the pace of reform of government control in order to build a more scientific government regulatory framework. The report of the OECD on government regulation reform (1997) was unanimously endorsed by member states. Regulatory reforms that strengthen competition and lower the cost of regulation and proper government regulation are conducive to many important government policy goals. The experience of all countries shows that unexpected problems in the reform process can also be remedied through complementary policies and actions. In this paper, the nature and efficiency of government regulation and other basic issues were studied and discussed.
