随着我国经济结构调整和国有企业改革的不断深化,国家用工制度已经发生了重大变化。大量农民进城务工,他们已由农村的农民转移置换为城镇工矿企业、消费服务行业的从业大军。这一用工制度的变革,既给社会带来了积极的一面,同时也产生了新的矛盾和问题。主要表现在以下四个方面:增大了城市管理的负荷;对农民工的管理教育亟待加强;出现了大量拖欠农民工工资的现象;引发了社会新的矛盾。由于大量的拖欠现象,给农民工造成了“干活难、讨钱难、上访难、告状难”的“四
With the adjustment of China's economic structure and the deepening of the reform of state-owned enterprises, the employment system of the country has undergone major changes. A large number of peasants migrate to cities and migrant workers who have been displaced by rural peasants to replace the urban industrial and mining enterprises and consumer services industry practitioners. The reform of the employment system has brought both positive aspects to society and new conflicts and problems as well.
