我国在新能源汽车方面可谓醒得早,起得晚。原因有如下几个方面。一、发展定位不能以市场为导向,脱离市场实际,企业缺乏积极性。二、审批制度制约社会力量进入。过高的准入门槛使很多愿意进入的社会力量无法进入。三、科研和产业政策引导性不强。能获得电动汽车项目经费的都是现有大型汽车企业,形成不了新的创新型企业。四、在税收、土地、电力等方面缺乏全面协同的发展规划,在基础设施、等方面制约了发展。建议:一、以市场为导向,推进微型电动汽车发展。二、改变入门审批制度,鼓励社会力量参与。三、调整科研产业政策,有效发挥政府导向作用。把政府以立项形式的支持改成奖励形式的支持,同时,对违反环保要求、产品质量低下等问题企业和人员加大处罚力度,而对研发出优质产品的
