公务员工资机制是公务员激励机制的主要环节,为了适应经济和社会发展的需要,我国公务员工资机制自建立起,就在不断地进行完善,虽取得了一些成效,但与西方发达国家相比,仍存在很多不足。本文首先运用文献研究法,对西方国家公务员工资的理论依据进行分析,然后以实证研究法对英国、美国和德国三个具有代表性的国家的公务员工资机制进行研究,结合理论与实证对西方国家的公务员工资机制进行分析,总结经验教训,以促进我国公务员工资机制的进一步完善。
In order to meet the needs of economic and social development, the wage mechanism of civil servants has been perfected constantly. Although some achievements have been made, compared with the developed countries in the western countries, the salary system of civil servants is the main link of civil servants’ incentive mechanism. There are many deficiencies. This paper first uses the literature research method to analyze the theoretical basis of civil servants ’salaries in western countries, and then uses the empirical research method to study the civil servants’ salary mechanism in the three representative countries of the United Kingdom, the United States and Germany. Combining the theoretical and empirical research, Of the civil service wage mechanism analysis, lessons learned to promote the further improvement of China’s civil servants salary mechanism.
