小平同志曾说过,“现在我们是搞建设,干部已成为决定性的因素”。我们要搞档案建设,加快档案事业的发展,需要高素质的档案干部。提高档案干部业务素质的途径是培训,特别是基层档案局馆内干部,更需要大力培训。 目前,基层档案局馆的设置是一套班子,两块牌子,两种职能。两种职能分别为档案的收集、整理、保管、利用、编研和对外行使监督、指导,从而在局馆内部职能科室的划分以及人员的定位上,无形中分成内、外两块。本来科室的设置是细化局馆的职能,但同时也造成了一定程度上的僵化,导致我们基层局馆的干部在发挥工作效能上存在着受到客观因素的束缚和制约的情况。主要表现在:搞单打一而不善弹钢琴,难以形成长期性的强大合力;在实践工作中,面对着局馆的中心工作往往力不从心,不能快速高效地作出反应,不能有机和谐地协调自己的工作。譬如在档案馆定升级、在进行合格档案室指导验收时,常感到人手紧张,露出上述窘相,搞馆内业务的同志不清楚对外业务指导,而搞业务指导的同志不一定了解馆内业务的环节。
