In August 2015, the Ministry of Human Resources and Social Welfare and the Ministry of Finance jointly issued the Notice on Launching a New Type of Apprenticeship Program for Enterprises (Human Resources Agency [2015] No. 127, hereinafter referred to as the “Circular”). The Circular has deployed a pilot program of new apprenticeships in enterprises in Beijing, Tianjin, Inner Mongolia Autonomous Region and other provinces (autonomous regions and municipalities).
