地区经济发展不平衡，是当前我国国情的基本特征之一。中西部地区与东部沿海地区经济发展差距继续扩大，不利于我国经济社会的长期稳定和发展，不利于民族团结，如不采取得力措施遏制，将会带来严重后果。１９９４年东、中、西部地区在全国经济总量中的份额比例为６：３：１。
