干旱缺水、洪涝灾害、水环境恶化已成为新世纪我国面临的三大水问题,并较大程度地制约了经济增长和社会的可持续发展。随着社会经济的发展,城市规模和数量迅速扩大,水资源短缺的局面也日趋严峻。与此同时,城市化也带来了环境污染、洪涝灾害等一系列问题。例如城市降雨已成为城市水体的一种污染源。据有关资料报道,在一些污水点源得到二级处理的城市水体中,BOD5负荷有40%~80%来自于降雨产生的径流。对缺水的地区而言,雨水是珍贵的资源,不应成灾而应成宝。雨水利用是解决城市缺水和防涝问题的一项重要措施。雨水利用就是把从自然或人工集雨面流出的雨水进行收集、集中和储存,是从水文循环中获取水为人类所用的一种方法。作为开源和节流并举的一项措施,雨水利用是缓解或解决上述问题的一项重要措施,它具有节水、防洪、生态环境三个方面的效益。本期特邀来自不同地区、不同岗位的相关专家从不同角度阐述了雨水利用的理念及应用。
Drought and water shortage, floods and water deterioration have become the three major water problems that our country faces in the new century, and to a greater extent constrained the economic growth and social sustainable development. With the development of society and economy, the scale and number of cities have rapidly expanded, and the shortage of water resources has become increasingly severe. At the same time, urbanization also brought a series of problems such as environmental pollution and flood disasters. For example, urban rainfall has become a source of pollution of urban water bodies. According to relevant information, in some urban water bodies with secondary sources of wastewater sources, 40% -80% of BOD5 load comes from rainfall runoff. Rainwater is a precious resource for water-scarce regions and should not be a disaster but a treasure. Rainwater utilization is an important measure to solve the problems of urban water shortage and waterlogging prevention. Rainwater utilization is the collection, concentration and storage of rainwater from natural or artificial rainwater harvesting. It is a method used by humans to obtain water from the hydrological cycle. As a measure of simultaneously increasing revenue and reducing expenditure, rainwater utilization is an important measure to alleviate or solve the above problems. It has the benefits of water conservation, flood control and ecological environment. This issue is specially invited experts from different regions and different posts to elaborate the concept and application of rainwater utilization from different angles.
