“读者第一,服务至上”是中国图书馆事业德治的基本标志。然而,这种德治由于缺乏法治的基础,在实践过程中往往流于形式而未能得到真正的、普遍的落实。在我国一些地方,图书馆事业得不到重视,其原因不仅仅在于这些地方的当政者无知或无意,更重要的原因在于缺乏法治的强制力。因此,对图书馆事业采取法治的治理方略,才能彻底改变图书馆事业不受重视的局面。法治,就是要尊重和保障公民的知识权利,以 “Readers first, service first” is the basic symbol of the rule of virtue in China’s library. However, due to the lack of the foundation of the rule of law, this virtue often turns into a form in practice and fails to achieve a true and universal implementation. In some parts of our country, the cause of libraries is not given due importance not only because of the ignorance or inattention of those in power in those places, but more importantly because of the lack of coercive force of the rule of law. Therefore, to take the rule of law in the cause of library management strategy, can completely change the cause of library unnoticed. The rule of law means that we must respect and guarantee the intellectual rights of citizens
