十一届三中全会后的十四年,河南省煤炭技工教育经历了恢复、巩固、改革、奋进几个阶段,已培养了大批在职和后备技术工人,增强了劳动者整体素质,促进了生产力发展,提高了社会和企业的经济效益,成为教育事业的重要组成部分。1991年10月《国务院关于大力发展职业技术教育的决定》中指出“目前我国的职业技术教育无论规模、规格和质量都还不能适应经济建设和社会主义发展的需要,在整个教育事业中仍然是很薄弱的环节。”而目前煤炭技校在培训规格、培训质量、工种设置上,不同程度的背离了技工教育外部环境的变化,有碍于技校的生存和发展。外部环境的变化:一是占煤炭系统全部技校75%以上的生产技校,服务面仅为一个企业,使一批批常设工种、单一中级培训规格的毕业生单向流动于企业,加之常年在职中级培训,造成企业中机电、综采等少数工种中级技术工人的
