从规范性角度讲,公共服务周期的各个阶段都提倡合作生产。然而,此前的实证研究忽略了一个问题,即合作生产是如何发生的。而且,几乎没有人关注合作生产如何在多层治理背景下出现。撰写本文的目的就是填补这一空白,辨识那些在多层治理背景下支持合作生产的动因和组织管理问题。我们的实证分析基于对自闭症儿童服务的案例研究。研究发现,合作生产出现于组织之间的安排,当事人之间信任的建立在合作生产方式的培育中发挥了关键作用。
From a normative perspective, cooperative production is promoted at all stages of the public service cycle. However, previous empirical research ignored the question of how co-production took place. Moreover, few are concerned with how co-production emerges in the context of multi-layered governance. The purpose of this article is to fill this gap and identify the motivations and organizational management issues that support co-production in the context of multi-layered governance. Our empirical analysis is based on a case study of services for children with autism. The study found that cooperative production appeared in the organization between the arrangements, the establishment of trust between the parties in the cultivation of cooperative production has played a key role.
