When he was a local magistrate, he went on to set up schools and train qualified personnel to devote himself to changing the style of local officials and people. During his rule in the court, he even listed educational reform as one of the most important aspects of the reform of the political regime. He tried hard to start with the fundamental approach and comprehensively reform the qualities of the working class in order to achieve the ultimate goal of the new government.
