党的十二届三中全会通过了“中共中央关于经济体制改革的决定”。西影在厂长的领导下,借“决定”的东风,组成了改革的班子,发动全厂职工,群策群力,结合西影的具体情况,确定了改革的目标,先后建立和完善了二十五种内部经济责任制。并建立相应的考核办法,对厂属各单位、部门的考核面达96％,从而取得了显著成效。几年来获得了七项金鸡奖和三项国际奖,实现了社会效益和经济效益同步增长。我厂所属“西安西影金属银幕公司”于一九八四年第一个实行承包经营。几年来发扬艰苦创业精神,严格把握质量关,使金属银幕质量稳步提高,还不断开拓出新产品,使一个小厂跃为全国同行业的一流
