教育部同意黃嘯曾同志對於河北省教育廳工作的視察報告。這個報告裏提出的幾個建議,望河北省教育廳研究執行,於一九五五年二月底以前向我部作一次報告。河北省教育廳一九五四年的工作是有成績的。特別是整頓和改進小學教育、開始訓練並提高師資和幹部、在全省範圍內建立教學研究室等工作,有的已經獲得一些好的經驗,有的正在積累經驗。這些經驗對於今後進一步提高教育質量是有意義的,希望河北省教育廳認真地加以總結。同時有兩個問題特別值得重視: 第一、對於學校教育中的主觀主義和形式主義的偏向,必須嚴重注意,努力克服。要求河北省教育廳立即採取措施,減輕學生的課業負擔。一方面要加强放學领導和學校行政的監督作用,制止學校和教師不適當地增加講授內容,給學生過多的課外習題,特別是可以不要的難題。中、小學上課時數必須嚴格遵守教育部教學計劃的規定:按年級劃分,高中每週不得超過三十至三十二小時,初中不得超過二十八至三十一小時,小學不得超過二十四至二十八小時。社團活動必須遵守中央人民政府政務院的規定:高中每人每週不得超過三小時,初中不得超過兩小時,小學不得超過一小時半。在規定的上課、自習和社團活動的時間以外,不得變相地給學生增加課業活動。另一方面,要嚴格批判「以多為勝」的思想,要使有這種錯誤思想的幹部了解,教學工作是應該循序漸進的。不顧學生的年齡特徵和其他實際情况,企圖一下給學生很多東西,不但不能使學生多得知識,反而會妨碍他們的智力發展和身體健康。這是一種「揠苗助長」的錯誤

In the provisions of the class, self-study and community activities outside the time, no disguise to increase the activities of students. On the other hand, it is necessary to strictly criticize the idea of “making victorious and win”, to make cadres who have such erroneous ideas understand that teaching should be gradual and orderly. Regardless of the age characteristics of students and other actual conditions, attempts to give students a lot of things, not only can not make students have more knowledge, but will hinder their intellectual development and physical health. This is a mistake of “growing seedlings.”
