提出了一种成本低、相关技术成熟的交通信息服务系统设计方案。方案征用车辆采集交通数据(称这种车辆为探测车),配备汽车导航系统的汽车无须附加成本即可成为探测车。采样数据通过GSM短消息送达信息中心。信息中心统计并预估全路网任意路段的实时行程时间。交通路况发布采用短消息小区广播。
