英国公布了若干关于规范草药师与针灸师开业的议案。2004年3月,英国卫生部发表了一个题为“规范草药与针灸的立法提案”的公众咨询文件。与此同时,英国药品与保健品管理局公布了第二个咨询文件,即MLX299,建议对药品法中涉及草药一对一处方的部分做重大调整。这两个文件为非医师类的草药和针灸从业者的立法铺平了道路,在欧盟国家里尚属首次。
The United Kingdom announced a number of proposals to regulate the opening of herbalists and acupuncturists. In March 2004, the British Ministry of Health issued a public consultation paper entitled “Regulations on the Regulation of Herbal Medicine and Acupuncture”. At the same time, the British Drugs and Health Products Administration released the second consultation document, MLX299, recommending major adjustments to the part of the drug law that involves herbal one-on-one prescriptions. These two documents paved the way for the non-physician herbal and acupuncture practitioners’ legislation, and this is the first time in the European Union.
