针对工程项目组织机构特点,深入分析当前铁路建设安全管理存在的问题,从安全制度管理的先天不足,以及组织凝聚力薄弱、管理有效性、现场监管缺失、安全意识淡薄等原因入手。提出创建以建设单位为核心,参建设计、施工、监理单位共同参与,高度融合认同的安全文化是新时期强化铁路建设安全管理的必由之路,并对安全文化建设的总体要求、主要内容、保障措施、组织实施等进行探讨。
According to the characteristics of project organization, this paper deeply analyzes the existing problems in safety management of railway construction.
