学校向工农开门,在农村中,就是向贫、下中农开门。这个方针我们虽然一直在贯彻执行,但在实际工作中,还有一些问题,须要进一步研究解决。据我所知,有些学校在评定减免学杂费和人民助学金时,从实际出发,走阶级路线,做得不够;往往是有求必应,平均分摊。有些剥削阶级家庭出身的学生,家庭经济条件较好,竟得到了不应得的照顾;而有些贫、下中农出身的学生,家庭困难较大,却得不到应有的关怀。这显然是不合理的。一般贫、下中农,解放后生活虽有了很大的改善,但翻身不久,家底子薄;过去连续三年严重的自然灾害,他们的生活又受到很大影响。因此,学校减免学杂费和使用助学金必须走
The school opens its doors to workers and peasants. In rural areas, it opens the door to the poor and the middle-aged farmers. Although we have consistently implemented this policy, there are still some problems in practical work that need further study and resolution. As far as I know, some schools, when assessing the reduction of tuition and miscellaneous fees and people’s scholarships, proceed from reality and take the class route and do not do enough; they often respond to requests and averagely share. Some students of the families of the exploiting class have better family economic conditions and have received unfavorable care. Some poor and middle-school students have relatively difficult families but do not receive the care they deserve. This is obviously unreasonable. In general, the poor and the lower middle peasants have greatly improved their lives after the liberation, but they soon turned their backs and their families were thin. In the past three years of serious natural disasters, their lives were greatly affected. Therefore, it is necessary for schools to reduce tuition and tuition fees and use bursaries.
