陕西省人力资源开发利用的障碍主要是:经济实力落后,导致教育不力;人力资源的市场机制不健全;人文心理素质差劣;人力资源自身有缺陷。上述障碍具有主体性、历史性、超稳定性特征。
The main obstacles to the development and utilization of human resources in Shaanxi Province are: backward economic strength, poor education, inadequate market mechanism for human resources, poor humanistic psychological quality, and human resources themselves. The above obstacles are subjective, historic and super-stable.
