医院属于最复杂的公共建筑工程,特别是大型医院的改扩建项目,由于要维持原有的医疗工作,加之设计预留的准备工作时间短,在工程施工管理中,发生的设计变更多,为了满足将来医疗使用功能的合理性,设计变更是必须的,大多数医院建设项目属于国家投资项目,在施工合同管理中对变更工程洽商确认的程序严格,工程签证手续规范;通常是签字人在“各为其主”的情况下,对变更工程洽商中的经济确认周期长,各方达成一致意见需要多个审核程序来完成;如何在保证建设项目工期和施工质量的前提下,兼顾各方经济权益,解决好变更工程洽商、工程签证问题显得尤为重要。
