“我有一个梦,让每个中国人,首先是孩子,每天都能喝上一斤奶。”——2006年4月23日,温家宝总理考察重庆一家奶牛养殖基地时,在留言簿上如此留言。温总理可能还会有许多梦想,但他将“孩子都能喝上牛奶”作为梦想之一,既令人有些“意外”,又让人非常感动。在笔者看来,其实温总理的留言在情怀之外,还有着更深层次的意蕴——其体现出的不仅是个人意义上的梦想,也不仅是道德或官德方面的示范,更有着政治层面的启迪。基层政府和官员,应该从中感悟出一种政治智慧,学习一种执政思维,体味到执政伦理中那些细微然而却极其重要的坚守,

Premier Wen may have many dreams, but one of his dreams of “having children drink milk” is both “unexpected” and very touching. In the author’s opinion, in fact, Premier Wen’s message still has a deeper meaning beyond feelings. It shows not only personal dreams, nor moral nor official moralities, but also political dimensions Inspiration. The grassroots governments and officials should learn from them a kind of political wisdom, learn a kind of ruling thinking, appreciate the subtle but extremely important adherence to the governing ethics,
