从1985年开始,科技体制经历了多次重大变革,国家创新体系不断完善,科技投入不断增加,科技产出不断提高。可以说,没有哪个国家的科技体制在短时期内经历了中国这样波澜起伏的变革,也没有哪个国家研究发展经费经历了中国这样高速持续的增长。但是,当今中国的科技体制却受到来自社会各个方面的指责与批评。如何解释这种现象?如何推进新的改革?本刊编辑部特约中国科学学与科技政策界部分专家学者就中国科技体制改革问题进行笔谈,以期引发大家思考和讨论。
