干部能上不能下,是多年来困扰干部工作的一个难题。面对新形势,新任务特别是我国入世后对领导班子和干部队伍建设的新要求,如何按照“三个代表”的要求和《干部任用条例》的规定,加强领导班子和干部队伍建设,推进干部能上能下,特别是拓宽干部“下”的渠道,保持干部队伍的“一池活水”,显得尤为迫切和重要。一、解决干部“下难”问题,必须更新思想观念,努力营造良好的社会环境和舆论氛围。思想是行动的先导。解决干部“下难”,首要的是解放思想,更新观念,提高对干部“下”的认识。一方面,要教育干部摒弃狭隘的“官本位”意识,破除“进荣退辱”的思
